Labor & Employee Relations

Labor & Employee Relations acts as a resource to campus units, supervisors, and employees to facilitate and ensure that practices, rules, and policies relating to the workplace are properly administered and in compliance. Staff in this section provide information and services concerning policy, unions, contract interpretation and administration, performance management and discipline, grievances, employee relations, disability, post-accident drug and alcohol testing, shared benefits, Family and Medical Leave (FMLA), and related training.

Employee Relations

  • advise and assist with the application and interpretation of provisions in University policy documents and union contracts as they relate to employer/employee issues
  • monitor disciplinary proceedings between supervisors, employees, and employee representatives
  • act as the designee for grievance hearings and responses at the Chancellor's step of the grievance procedure
  • provide training to employees and supervisors on labor and employee relations issues
  • provide information and assistance to employees in filing for disability leave and shared benefits
  • advise and assist employees and departments in filing/approving FMLA requests
  • coordinate contractual controlled substances/alcohol testing programs
  • work with campus units and employees in promptly addressing the personal and procedural aspects of issues such as drug and alcohol impairment/abuse, workplace violence, and insubordination
  • assist with the informal resolution of workplace disputes

Labor Relations

  • determine campus management representation on University bargaining committees as chief negotiators in all negotiations conducted between the University and Civil Service unionized groups
  • provide contract administration and interpretation for those subject to union contract provisions
  • meet with union representatives formally and informally to address issues and concerns
  • interpret and articulate labor legislation and advise supervisors and employees on matters relating to policy and law as they relate to unionized employees
